- Chính phủ Việt Nam đã biết rằng hút thuốc lá là không tốt nhưng vẫn được sản xuất vì :

+ Hiện nay thuốc lá là sản phẩm được thế giới sản xuất nhiều nên nếu dừng sản xuất thì sẽ tổn thất kinh tế khá nhiều

+ Nếu dừng sản xuất thuốc lá thì một số con nghiện sẽ mất kiểm soát và làm an ninh của quốc gia bị xáo trộn và khó kiểm soát

- Kết luận : Nếu cấm sản xuất thuốc lá thì nguồn thu bị giảm và ninh của quốc gia bị xáo trộn và khó kiểm soát `⇔` nhưng Việt Nam cũng đã có quy định mọi người không nên lạm dụng thuốc lá để tránh tác hại ngoài ý muốn.
