  1. Thuế là khoản thu nộp bắt buộc vào ngân sách nhà nước
  2. Mọi đối tượng có năng lực chịu thuế thì phải nộp thuế. Các đối tượng nộp thuế có điều kiện giống nhau thì phải chịu nghĩa vụ thuế như nhau.

Thuế là  :

- Một khoản thu bắt buộc phải nộp

- Nhằm đáp ứng nhu cầu chi tiêu của Nhà nước vì lợi ích chung.

VD : Một số thuế hiện nay :

Thuế nhà nước: nộp vào ngân sách trung ương

Thuế địa phương: nộp vào ngân sách chính quyền địa phương
